State-Recognized PhD Diplomas Awarded for the First Time in Kyrgyzstan
A significant milestone has been reached in the field of science and higher education in the Kyrgyz Republic — for the first time in the country’s history, graduates have been awarded state-recognized diplomas conferring the Doctor of Philosophy (PhD) degree.
According to the Ministry of Science, Higher Education and Innovation, PhD programs were first introduced in 2013 as part of a pilot initiative. In 2020, the transition to a three-tier higher education system was formally established by resolutions of the Cabinet of Ministers.
An important step followed in 2023 with the adoption of the Law “On Science,” which officially recognized the PhD degree at the national level.
Further support for academic development was introduced in January 2025, when monthly state-funded allowances were established for PhD degree holders.
Currently, 21 higher education institutions in the country offer PhD programs. To date, 80 graduates have obtained the PhD degree, with approximately 32% being international students.
The newly issued diploma meets modern digital standards, with its electronic format developed through the national digital platform “Tunduk.”
This achievement highlights the growing scientific capacity of Kyrgyzstan and its integration into the global academic community.
